They both agreed that a state needs a government, and that people have rights. They also agreed that everyone should have equal rights. Hobbes believed that one person should run the government, as a ruler holds all the power, whereas Locke believed a group of people should run the government.

It also infers that humans don't have the right to harm anyone else except as a form of defense or punishment. Both Hobbes and Locke agree on the fact that there is a need to execute the natural laws and Locke does this by granting the natural right to every individual.

For Hobbes the state of nature is essentially a state of war while Locke depicted the state of nature as essentially a state of peace, goodwill and mutual assistance.

Both Hobbes and Locke supported the theory of social contract which maintains that the governments and political powers do not derive from God, and the rulers do not originate from divine power, but are assigned by people.

The points of contrast between the two thinkers are upheld in their concept of human nature. Hobbes depicted that human beings are egoistic, selfish and quarrelsome. While on the contrary Locke believed that human beings are altruistic, selfless, peace loving and good.

Like Hobbes, Locke believes that it is human nature to be selfish. He also believes that human beings have the natural right of life, liberty, health and possession of property for self sustenance. Locke acknowledges that these individual rights can conflict with each other.

Hobbes was a proponent of Absolutism, a system which placed control of the state in the hands of a single individual, a monarch free from all forms of limitations or accountability. Locke, on the other hand, favored a more open approach to state-building.

For instance, Locke perceives the law of nature to preside over the state of nature, in which individuals and their properties are not necessarily in constant danger. Conversely, Hobbes's state of nature is the state of war, which cause men to come to the conclusion that they must always be in pursuit of peace.

Hobbes was a proponent of Absolutism, a system which placed control of the state in the hands of a single individual, a monarch free from all forms of limitations or accountability. Locke, on the other hand, favored a more open approach to state-building.
