The Incident Briefing (ICS 201) provides the Incident Commander (and the Command and General Staffs) with basic information regarding the incident situation and the resources allocated to the incident. In addition to a briefing document, the ICS 201 also serves as an initial action worksheet.

Situation Summary and Health and Safety Briefing (for briefings or transfer of command): Recognize potential incident Health and Safety Hazards and develop necessary measures (remove hazard, provide personal protective equipment, warn people of the hazard) to protect responders from those hazards.

Incident goals (where the response system wants to be at the end of response) Operational period objectives (major areas that must be addressed in the specified operational period to achieve the goals or control objectives) Response strategies (priorities and the general approach to accomplish the objectives)

These briefings occur at the beginning of the assignment to the incident and after the arrival of Section supervisory staff. The Section Chief may schedule periodic briefings at specific times (once per day) or when necessary.

When command is transferred, the process must include a briefing that captures all essential information for continuing safe and effective operations. Chain of Command and Unity of Command: Chain of command refers to the orderly line of authority within the ranks of the incident management organization.

Purpose: The Incident Briefing form provides the Incident Commander (and the Command and General Staffs assuming command of the incident) with basic information regarding the incident situation and the resources allocated to the incident. It also serves as a permanent record of the initial response to the incident.
