In New Jersey, the U.S. Department of Energy recommends installing attic insulation that has an R-value between R-49 and R-60. The R-value is a measurement of thermal resistance, or how much the insulation can resist heat flow.

With specific regard to ductwork, supply and return ducts in attics are to be insulated to a minimum of R-8 where 3 inches in diameter and greater and R-6 where less than 3 inches in diameter.

Insulation (IECC sections 303.1.4 and 402) The insulation for basement walls must be from the top of the wall down 10 feet below grade or to the basement floor, whichever is less. Basement wall insulation is not required in warm-humid locations as defined in IECC Figure 301.1 and Table 301.1.

Supply and return ducts in other portions of the building are to be insulated to a minimum of R-6 where 3 inches in diameter or greater and R-4.2 where less than 3 inches in diameter. The exception to the ductwork insulation requirement is when the duct is located completely inside the building thermal envelope.

Depending on where you live and the part of your home you're insulating (walls, crawlspace, attic, etc.), you'll need a different R-Value. Typical recommendations for exterior walls are R-13 to R-23, while R-30, R-38 and R-49 are common for ceilings and attic spaces.

For residents of New Jersey, the value is R-38, which is roughly 15 inches of attic insulation.

The minimum requirement for insulation installed entirely above the roof deck is R-30 for all climate zones. Additionally, the State's Rehabilitation Subcode requires roof replacements where the roof decking/sheathing is exposed to comply with the Energy Subcode minimum requirements.
