The responsibility for issuing the international load line certificate falls to the flag state of the vessel. Each flag state will have designated authorities that oversee the certification process. A full term ISSC may only be issued after: the approved ship security plan has been implemented on board of the ship for at least 30 days, and. a Recognized Security Organisation, (RSO), recognized by the BSH, has carried out an initial verification of compliance with all relevant requirements.

But how can a ship get “International ship security certificate (ISSC)? A new building ship or the ship that changes flag or class will get an interim ISSC. The interim ISSC will be issued after verification by flag state or RSO (usually class) that all the elements of SSP are implemented on board.

The NMA carries out the initial verification on board the ship, and issues a fulltime ISSC valid for a maximum of 5 years if everything complies with the ISPS legislation and the ship's security plan.

1 An International Ship Security Certificate shall be issued after the initial or renewal verification in ance with the provisions of section 19.1. 19.2. 2 Such certificate shall be issued or endorsed either by the Administration or by a recognized security organization acting on behalf of the Administration.

International ship security certificate is a statutory certificate. ISPS code applies to all ships over 500 GRT. ISPS code requires these ships to have a valid “International ship security certificate”.
