OSHA's standard for confined spaces (29 CFR 1910.146) contains the requirements for practices and procedures to protect employ-ees in general industry from the hazards of entering permit spaces. Employers in general industry must evaluate their workplaces to determine if spaces are permit spaces.

A confined space is any enclosed or partially enclosed structure that is intended or likely to be entered by any person, has limited or restricted entry or exit access and contains a potentially harmful atmosphere. Examples include tanks, pits, chimneys, silos, underground sewers, tunnels and wells.

By definition, to be classified as a confined space, the space must encompass these three characteristics: The space must be large enough for an employee to fully enter and perform work. The space must not be designed for continuous occupancy by the employee. The space has limited or restricted means of entry and exit.

To manage the risks associated with working in confined spaces, employers must develop and implement a confined space hazard assessment and control program. A confined space hazard assessment and control program, specific to the work being conducted, should be written for work in each and every confined space.

Definitions. confined space: A space that has limited or restricted means of entry, is not designed for continuous occupancy, and is large enough and configured so that a person can enter the space and maneuver well enough to perform tasks.
