1.2 APAR should be used as a tool for career planning and training, rather than a mere judgmental exercise. The Reporting, the Reviewing and the Accepting Authorities should realize that the objective is to develop an officer so that he/she realizes his/her true potential.

The weighted average is to be arrived at by multiplying the overall grading of the concerned section by 4/10 or 3/10, as the case may be, as indicated in the APAR form itself. The overall grading of APAR is to be obtained by adding the weighted average of gradings of Sections 2(A) 2(B) and 2(C) of Part-3.
