What are the similarities between the two plans? Both plans can provide the student with certain accommodations and modifications to allow a disabled child to be more successful in school.

504 plans, in ance with California law, are designed to remove any barriers limiting a disabled child's ability to receive an education and provide the necessary support the child needs.

While the two words sound similar, they mean different things. An accommodation changes how a student learns the material. A modification changes what a student is taught or expected to learn.

504 Plan. Basic Description A blueprint or plan for a child's special education experience at school. A blueprint or plan for how a child will have access to learning at school. What It Does Provides individualized special education and related services to meet the unique needs of the child.

A 504 plan is geared toward ensuring a student has equitable access to a learning environment. An IEP focuses on educational benefits, and often includes direct services such as speech or occupational therapy. Both are free. Some students have both, and some just have one or the other.

The easiest way to think about the differences between an IEP and a 504 Plan is that, if a student needs accommodations only in a regular classroom, he will generally get a 504 Plan. If the student needs special education services outside of a regular classroom, he will qualify for an IEP.

The main difference is that parents have fewer rights and schools have fewer legal obligations under Section 504. For example, IEP plans have to be in writing. 504 plans do not. IEP requires that schools take reasonable efforts to ensure parental participation, including inviting parents to IEP meetings.
