The City's Local Coastal Program (LCP) has two parts: An Implementation Plan (IP), which includes development standards and other ordinances relating to coastal access and coastal resource protection, and maps that delineate zoning districts within the Coastal Zone.

Coastal and Marine Spatial Planning is simply a process planners will use to make better decisions about ocean uses. Without CMSP, it can be challenging for planners to make decisions about ocean uses (where to put drilling rigs, where to focus fishing activity, etc.)

To get an idea of just as slow it is, for a simple Building Permit, it could take around 8 weeks if not longer to obtain. For Complex Building Permits, particularly those that need an additional Development Permit, the waiting time is around 8 months.

A Development Permit (DP) sets forth conditions under which residential, commercial, or industrial developments may take place. Once issued, it becomes binding on the existing and future owners of the property.

The California Coastal Zone is about 840 miles of coastline and about 287 miles of shoreline around 9 offshore islands. The Coastal Zone extends 3 miles into the ocean. Inland, the Coastal Zone can vary from a few hundred feet up to 5 miles.

There are five main types of development permit areas: Environmental, Wildfire Hazard, Foreshore, Form & Character for Multi-Family and Commercial Areas, and Duplex. Environmental to protect watercourses, Environmental Development Permits are required for work within 15 metres of the top of any watercourse bank.

A Development Variance Permit (DVP) is a permit required to vary regulations in a development bylaw (Zoning Bylaw, Subdivision Bylaw, Parking Bylaw, and Sign Bylaw) such as building setbacks, height, or parking requirements.

Buildings (i.e. sheds or greenhouses) less than 10 square meters in size. Existing masonry chimneys or fire places. Fabric covered temporary parking structures with a capacity of two passenger vehicles or less. Repair or replacement of existing plumbing fixtures that do not effect the venting or sewage system.

The Local Coastal Program is a policy and regulatory document required by the California Coastal Act that establishes land use, development, natural resource protection, coastal access, and public recreation policies for the Venice Coastal Zone.
