It is never legal for a landlord to evict a tenant without a court order. The period for a Notice to Quit is 3, 21, 28, or 91 days, depending on the length of tenancy and how much notice is included in the lease. (Colorado Revised Statute 13-40-107.)

If the tenant is still on the property by the end of the 48 hours, they have until the landlord schedules a time for eviction to move out. This could take a few hours to a few days depending on the availability of the landlord.

A Demand for Compliance is a legal document used to notify a tenant of their failure to pay rent or otherwise abide by the terms of their lease. It is frequently used when another letter such as a Notice to Pay Rent or Notice to Quit has already been sent.
