As per the New Telecom Policy (NTP) 1999, service providers in India involved in providing services like telebanking, telemedicine, tele-education, tele-trading, e-commerce, call centre, network operation centre and other IT Enabled Services, using telecom resources are termed as ?Other Service Providers? (OSP).

There are four types of telecom operator licenses in India: Basic Service License (BSL), Cellular Mobile Telephone Service License (CMTSL), Unified Access Service License (UASL), and Internet Service Provider License (ISPL).

For Unified License, Class License and Niche operators the License fee shall be (contribution to USF (5%) + Administrative cost (1%)) i.e. 6% of Adjusted Gross Revenue (AGR). The administrative cost is required for managing, licensing and regulating the sector.

An Unified Access Services licensee can provide wireline as well as wireless services in a service area. Wireless services include Full Mobile, Limited Mobile and Fixed Wireless services.

39.7. 1. The Government through the Designated Authority will have the right to impose conditions for procurement of Telecommunication Equipment on grounds of Defence of India, or matters directly or indirectly related thereto, for national security.

Along with the application for registration for OSP registration, the following paperwork is required: Board of Resolution or Power of Attorney approving the approved Signatory.
