OHFA is authorized to provide assistance to 10,600 families through its Section 8 Housing Choice Voucher (HCV) Program. We currently provide assistance to over 10.000 families, of which more than half are families with a disabled head of household or spouse.

Typically, Section 8 will pay the difference between 30% of the household's income and the FMR for the unit. For example, if the FMR for a two-bedroom unit in Baltimore is $1,200 per month and the household's income is $1,000 per month, Section 8 would pay $800 per month towards the rent.

Section 8 Certificate Program, (which was recently combined with the Section 8 Voucher program), tenants pay 30 percent of their monthly adjusted income toward rent. The TBRA assistance then makes up the gap between the tenant's payment and the actual rent plus utilities for the tenant's unit.

The renter's share of the rent cannot exceed 30% of their (or their family's) adjusted monthly income, or 40% for those who are signing their first Section 8 contract.

Under Section 8, the local housing authority or a state housing agency gives the tenant a certificate or voucher that says the government will subsidize the person's rent payments. Generally, the tenant will pay no more than a third of his/her income on rent, with the government paying the rest.

The maximum amount of rent that Section 8 will pay is typically 30% of the household's adjusted income, but it may be higher or lower depending on the FMR rates for the area. If the rent of a unit is higher than the FMR for the area, the tenant may be required to pay the difference out of their own pocket.
