Lore-wise, Vault 81 is probably the best, except for the mole-rat problem. It's got a connection to the rest of the Commonwealth via caravans, and is near enough that the trek to Diamond City can be made without risk - outside of having things to trade, they're not really at risk of running out of supplies.
