A WTO member may take a ?safeguard? action (i.e., restrict imports of a product temporarily) under the WTO Agreement on Safeguards to protect a specific domestic industry from an increase in imports of any product which is causing, or which is threatening to cause, serious injury to the industry.

Safeguard measures may be applied when an industry is impacted by an unforeseen, sharp and sudden increase of imports. Such measures are used very rarely and only in very specific circumstances. Safeguard measures can consist of quantitative import restrictions (trade quotas) or of duty increases.

The purpose of a safeguard measure is to prevent serious injury to a domestic injury that might be caused by the importation, or continued importation, of a particular good or category of goods.
