Attestation is a kind of testimony or confirmation. It is customary to sign a deed, make a will or sign other written documents in the presence of a witness who also signs the document to attest to its contents and the authenticity of the party's signature.

Gateway Attestation (C) ? The service provider has authenticated from where it received the call, but cannot authenticate the call source. An example of this case would be a call received from an international gateway.

If a call is assigned full attestation, it means: The carrier is responsible for originating the call. The carrier has a pre-existing direct relationship with the customer who is making the call and can authenticate and identify this caller. The carrier can verify an association with the number used to make the call.

Not every carrier has adopted the STIR/SHAKEN framework. Currently, that's the biggest barrier to success. STIR/SHAKEN relies on cooperation from every service provider. Without full cooperation, the system cannot generate all of the documents needed to verify numbers and owners.

Full Attestation (A) - The identity of the caller is known, and they have the right to use the Caller ID for this call. Partial Attestation (B) - The originator knows the identity of the caller, but cannot confirm their right to use the Caller ID.

Essentially, the attestation levels are designed to protect the integrity of the telecom networks and provide a way to signal confidence levels to other carriers that the calls can be trusted, and at what level.

STIR/SHAKEN digitally validates the handoff of phone calls passing through the complex web of networks, allowing the phone company of the consumer receiving the call to verify that a call is in fact from the number displayed on Caller ID.
