To assign a license to a user Sign in to the Microsoft Entra admin center as at least a License Administrator. Browse to Identity > Billing > Licenses. Select the name of the license plan you want to assign to the user. After you select the license plan, select Assign.

Azure Active Directory P2 (becoming Microsoft Entra ID P2) is available as a standalone or included with Microsoft 365 E5 for enterprise customers.

Any new members who join the group are assigned the appropriate licenses. When they leave the group, those licenses are removed. To check which edition your Azure AD is capable of, log in to the Azure AD Portal and look in the overview section: Azure AD Free indicates you only have the basic features. Azure AD Premium P1 or P2 will indicate advanced features are available.
