Footnotes should be placed at the bottom of the page on which the corresponding callout is referenced. Alternatively, a footnotes page could be created to follow the reference page.

Create footnotes Place the insertion point where you want the footnote reference number to appear. Choose Type > Insert Footnote. Type the footnote text.
