Table Creation. Microsoft reserves the right to define and create new restricted tables for Dynamics 365 apps; users cannot build new restricted tables (such as Dynamics 365 Sales or Dynamics 365 Customer Service). Dataverse Licensing Dataverse is not licensed independently but comes bundled with Power Apps, Power Automate or Power Virtual Agents with default capacity based on the plan selected.

Restricted tables are not standard tables within Dataverse, but are included in one of the customer engagement apps in Dynamics 365 (Dynamics 365 Sales, Customer Service, Field Service, Marketing, or Project Service Automation) or a third-party solution. For example, the knowledge article, goal, and entitlement tables.

These limited capabilities of Dataverse are only available through select Microsoft 365 licenses and can't be used to run any custom apps or Power Automate flows, or run any Power Virtual Agent bots, or use any other data that doesn't belong to the Microsoft 365 applications that take advantage of these capabilities.

There are limited Dataverse capabilities and flow capabilities available with the E3 license due to some other Microsoft applications that are leveraging this functionality as part of their offering and Dataverse for Teams is leveraging this functionality and it is included as part of the E3 licensing.
