If it's a text watermark, you can drag it to change its position on the page, but no other editing. If it's a picture, right-click and choose Format Picture.

Watermarks are just objects anchored to the header. Double-click the header to activate the header/footer area, and then you will be able to select the watermark and change its properties, including resizing it.
