A fishing license and endorsement are not required if fishing on state park property or in waters completely enclosed by a state park. On man-made structures (docks, piers, jetties, etc.) within state parks, fishing is allowed by pole-and-line only, and each person is limited to two poles.

Shellfish/Seaweed license: Allows you to harvest razor clams, red rock crab, coastal Dungeness crab (but not Puget Sound Dungeness crab), goose barnacles, mussels, octopus, oysters, scallops, sea cucumbers, sea urchins, shrimp, softshell and hardshell clams, squid, and seaweed. No catch record card is required.

Residents and non-residents alike must have a license to fish or shellfish in Washington waters. Everyone age 15 and older needs a fishing license. You do not need a license if you are fishing for common carp, crawfish, bullfrogs, or collecting relic shells.

Each person needs a permit to dig and can only harvest a certain number of clams per day. You can buy permits, check toxin levels, and plan your trip online at the Washington Department of Fish and Wildlife. You can also pick up your permits in town at Buck's Northwest.

A Combination or a Shellfish/Seaweed License is required for all shellfish (except crawfish) and seaweed harvest. A catch record card, and endorsement is required to fish for Dungeness crab in Puget Sound (See License Information).

If you are found guilty of fishing without a license in the state of California, the punishment is a fine of between $100.00 to $1,000.00. If this is your second offense in the last five years, the penalty is a fine of between $250.00 or $1,000.00.

A fishing license is required when fishing everywhere except for a public pier. Even if you hooked the fish on the pier and only came down onto the beach to land the fish, you would need a valid license to avoid a potential citation.
