Double click the area at the top of the page (above the first line of text). This will open up the Header/Footer function. Double click on the image and this will open up the Format Picture window. There you can use the slider to adjust the transparency, and a lot of other cool features.

If it's a text watermark, you'll have the WordArt Tools tab available, and if it's a picture, you'll see the Picture Tools tab when the watermark is selected. If it's a text watermark, you can drag it to change its position on the page, but no other editing.

It is possible that your text is in a shape or a table that has a white background that blocks the watermark. Watermarks are images that are in the header. The header acts like a base layer for your text. If there is something in the text layer that blocks it, you will not see it.
