According to Section 6(1)(b)(xix), ?employing bullets which expand or flatten easily in the human body, such as bullets with a hard envelope which does not entirely cover the core or is pierced with incisions?, constitutes a war crime in international armed conflicts.

The 1899 Hague Declaration concerning expanding bullets prohibits the use, as a means of warfare, of 'bullets which expand or flatten easily in the human body'. The prohibition was introduced mostly with a view to ban the British-made 'dumdum' bullet.

The hollow-points, which expand when they hit flesh, are banned in warfare as inhumane by the Hague Declaration and the Geneva Conventions because they cause great damage to internal organs and tissue.

The Hague Convention of 1899, Declaration III, prohibited the use in international warfare of bullets that easily expand or flatten in the body. It is a common misapprehension that hollow-point ammunition is prohibited by the Geneva Conventions, as the prohibition significantly predates those conventions.

Prohibited bullets are perceived as causing large wounds only because they tend to expand so depositing their kinetic energy earlier in the wound track than full metal jacket bullets (see Annex).

Hollow points are a more expensive round than FMJ, but overall are a better self defense round. Most NATO militaries use only FMJ rounds. This is due to an international treaty that was signed many years ago that forbids the use of expanding rounds.

Possession of dum dum bullets, commonly known as armor piercing rounds, could result in jail time and fines.

Bullets or other projectiles weighing less than 400 grams which are either explosive or contain fulminating or inflammable substances (exploding small arms projectiles) are prohibited. It should be noted however, that tracer and incendiary ammunition are not prohibited.
