Under MGL Chapter 60A, all Massachusetts residents who own and register a motor vehicle must annually pay a motor vehicle excise.

Motor vehicle excise is taxed on the calendar year. It is an assessment in lieu of a personal property tax. The excise due is calculated by multiplying the value of the vehicle by the motor vehicle tax rate. The tax rate is fixed at $25 per one thousand dollars of value.

If you still fail to pay the excise, the deputy collector or collector will notify the Registrar of Motor Vehicles (RMV) within a 2 year period after the original excise bill was mailed. The RMV will then mark your license and registration as unable to be renewed.

Motor Vehicle Excise tax bills are due 30 days from the date of issue. They are issued at various times of the year when information is received from the RMV. If the due date falls on a Saturday/Sunday or holiday, payment is due on the next business day.

Residents who own motor vehicles have to pay taxes based on the value of their vehicles each year. You pay an excise instead of a personal property tax. If your vehicle isn't registered, you'll have to pay personal property taxes on it. We send you a bill in the mail.

Chapter 60A, Section 1 of the Massachusetts General Laws provides excise tax exemptions for vehicles owned by non-resident military, certain disabled individuals and veterans, ex-prisoners of war and their surviving spouses and certain charitable organizations.

I received notice that my excise tax is past due and with the Deputy Collector. How do I make payment? The excise rate is $25 per $1,000 of your vehicle's value. It is charged for a full calendar year and billed by the community where the vehicle is usually garaged. If your vehicle is registered in Massachusetts but garaged outside of Massachusetts, the Commissioner of Revenue will bill the excise.
