Beginning July 1, 2022, electronic cigarette retailers are required to collect from the purchaser at the time of sale, a California Electronic Cigarette Excise Tax (CECET) at the rate of 12.5 percent of the retail selling price of electronic cigarettes containing or sold with nicotine.

Vapor Taxes by State, 2022 Indiana was the only state to add a tax to vaping products in 2022: 15 percent of the gross income received by retailers. California added a retail tax of 12.5 percent in addition to raising its tax to 61.74 percent on wholesale transactions.

Government has no plans to impose excise tax on vaping products.

Businesses with a valid TTB permit to import tobacco products (cigarettes, cigars, chewing tobacco, snuff, pipe tobacco, roll your own tobacco) need not obtain a separate permit to import processed tobacco. A permit to import tobacco products may be amended to include importation of processed tobacco.

Many excise taxes go into trust funds for projects related to the taxed product or service, such as highway and airport improvements. Excise taxes are independent of income taxes. Often, the retailer, manufacturer or importer must pay the excise tax to the IRS and file the Form 720.

California collects a 7.5% state sales tax rate on the purchase of all vehicles, of which 1.25% is allocated to county governments. Local governments, such as districts and cities can collect additional taxes on the sale of vehicles up to 2.5%, in addition to the state tax.

The Homeland Security Act renders functions of the Bureau of Alcohol, Tobacco and Firearms (ATF) into two new organizations. This Act creates with the Department of the Treasury a new Alcohol and Tobacco Tax and Trade Bureau (TTB) and moves certain law enforcement functions of ATF to the Department of Justice.
