To increase happiness, everyone in your settlement needs food, water, a bed, a job, and defense to ward off raiders. Plant plenty of food. Grab plants you find in the wasteland and plant them together in your settlement. Build a water purifier and hook it up to a general as soon as you can.

Each settlement has a default max population of 10 settlers plus each point of Charisma the character has, which has a base max of 22 (10 from leveling and +1 from bobblehead and You're SPECIAL! magazine respectively ) before factoring in extra charisma from armor and consumables.

As noted, you'll probably have a max of 11 to 20 settlers, depending on your build. So make sure you have enough water, food and defense with at least 1 charisma to get up to 11 and more.

Once the Sole Survivor has gained control over a workshop in any settlement, a recruitment radio beacon can be built and powered. Once active, this beacon will broadcast a recorded message, in the Sole Survivor's own voice, followed by one of a few pieces of patriotic music, and the cycle then repeats.

Food, Water, And Beds You will need a total of 6 food, 6 water, and 6 beds to get 100 happiness. 1 of each item for all 6 of your settlers.

You standard max settler population is your Charisma +10. so a 6 charisma means 10 settlers. This can also be increased by gear and food. The settlers from the fungal farm should show up after 1-2 days in game.

Just select one named Settler in the build mode, then pick 'Move'. You'll be able to select another Settlement for them to move to, so long as it's not already at the cap. Yep, you could have 16. It just takes time.
