Broadcasting distribution undertakings (BDUs) provide subscription television services to Canadians. They distribute conventional television, discretionary and on-demand services.

A BDU is a company that provides its subscribers with, usually, the ability to view a large number of television programming services either over wires (cable or IPTV) or via satellite (DTH). Examples include Rogers Cable, Bell TV (DTH), and Videotron.

Community radio and television are private entities with public objectives. They are managed by various types of non-profit social organizations. Their fundamental characteristic is the participation of the community, in ownership as well as programming, management, operation, financing and evaluation.

The Federal Communications Commission regulates interstate and international communications by radio, television, wire, satellite and cable in all 50 states, the District of Columbia and U.S. territories.

The FCC, of course, already is involved to some degree in internet content regulation. It deals with transmission paths, both wired and unwired, and has wrestled with the questions of ?net neutrality? over the last decade. Even in content areas, it imposes some obligations.

Federal law prohibits obscene, indecent and profane content from being broadcast on the radio or TV.

Over-the-air broadcasts by local TV and radio stations are subject to certain speech restraints, but speech transmitted by cable or satellite TV systems generally is not. The FCC does not regulate online content. The FCC does impose certain restraints and obligations on broadcasters.
