Only 20 settlers max at any settlement. Now, this is just stupid. Sanctuary is a really large settlement. Also you only get 10 settlers and an additional 10 more if you have 10 charisma (my cap is 19 with charisma gear).

Spectacle Island comes with the game's largest building area and, apparently, its highest built limit, meaning it's one of the most versatile locations going.
