At high level view, LTE RRC has only two status (RRC Connected and RRC Idle). It may sound too simple comparing to other Radio Access Technology, but the detailed processes undergoing in these two status is not as simple as you might think. Following illustration is based on 36.331 4.2.

LTE RRC connection setup UE initiates a session to the eNodeB using a random RA-RNTI. eNodeB assigns a C-RNTI and sends timing adjustment to the UE. UE adjusts the timing and sends an RRC Connection Request via the UL-SCH channel. The eNodeB sends the RRC Connection Setup to the UE on the DL-SCH channel.

The major role of RRC is to control(configure) all the Radio Resources (PHY, MAC, RLC, PDCP) to make it possible to communicate between UE and the base station (e.g, gNB, eNB, NB, BTS etc).

The RRC protocol is the signaling exchanged between the mobile and the evolved Node Base station (eNB) over the LTE-Uu radio interface. The RRC protocol performs the following functions: ? Broadcast of system information related to the characteristics of the radio interface.
