Most of the time a well-defended settlement (where you've set up turrets and walls and given your settlers good weapons) can take care of itself, but there's no real loss if you can't get to it in time. A damaged settlement will repair itself after a while, though the settlers get snarky if you don't help them.

All you need to do is use the tape at your settlement, and wait for it to export. You'll find the blueprints under Data\\F4SE\\Plugins\\TransferSettlements\\blueprints in your Fallout 4 installation folder.

Open the Workshop menu and walk up to the settler you want to move. Move command should show up in the bottom command menu. Once you press it you will get a list of available settlements and the settler will go there. Just make sure you have enough resources at the target settlement to support new population.
