The Public Employment Relations Commission deals with certain labor relations issues involving public employers, public employees, and unions that represent public employees. Such issues include representation matters, the scope of negotiations, unfair practices, mediation, fact-finding and arbitration.

It shall be the mutual obligation of the employer and the majority representative of any of its employees to negotiate collectively with respect to mandatorily negotiable subjects which intimately and directly affect the work and welfare of employees.

The Act requires parties to negotiate in good faith over mandatorily negotiable terms and conditions of employment, permits negotiations over other matters for police and fire employees, and prohibits negotiations over governmental policies.
