Ester Rule 16, Age Rule 17, etc. Transfer Rule 18-1-12, to which this form applies, reads as follows: FOREIGN STUDENTS A student from a foreign country who attends a member school as the result of participation in a foreign exchange academic program which has been approved by the Executive Board and which student meets all other eligibility requirements shall not be considered a transfer student during his or her first academic year of attendance.
