A Project Exemption Certificate (PEC) is a numbered certificate issued by the Kansas Department or Revenue or its authorized agent. As the name implies, a PEC exempts the entire project – materials, supplies, equipment rental and labor services – from sales tax.

Must be age 65 or older, a resident of Kansas, and a homeowner for all of 2023. Must have Kansas taxable income of less than $22,000. Must own and occupy a home valued at less than $350,000.

WHAT PURCHASES ARE EXEMPT? Only goods or merchandise intended for resale (inventory) are exempt. Tools, equipment, fixtures, supplies, and other items purchased for business or personal use are TAXABLE since the buyer is the final consumer of the property.

Real and personal property used for religious, hospital, scientific or charitable purposes may be eligible for a property tax exemption.

Property owned by the United States government. Property used exclusively for state, municipal or political subdivision purposes, including leased vehicles if leased for a period of at least one year and property leased for medical services and certain property funded by industrial revenue bonds, up to 10 years.

Some types of properties are exempt from real estate taxes. These include qualifying nonprofit, religious and government properties. Senior citizens, veterans and those eligible for STAR (the School Tax Relief program) may qualify for exemptions as well.
