General Obligation (GO) Bonds. GO bonds must be approved by the voters and their repayment is guaranteed by the state's general taxing power. Most of these are directly paid off from the state's General Fund, which is largely supported by tax revenues.

Illinois College Savings Bonds are general obligation bonds of the State of Illinois. The State's full faith and credit is pledged for the punctual payment of principal and interest on the bonds. The monies received by the State from the sale of the bonds are used to support the State's capital program.

Maturity - Maturity is the date when the principal on a particular bond is scheduled to be repaid to the investor. The State generally sells bonds that have maturities between 1 and 30 years. In general, the further out the maturity date, the higher the yield on the bond.

Although GO bonds tend to have higher credit ratings and default less, we don't think that revenue bonds should be overlooked as they can offer higher yields but come with higher risks. For example, the average transportation bond yields close to 3.78% compared to 3.23% for the average state general obligation bond.

Missouri municipalities are authorized to issue general obligation bonds pursuant to Article VI, Section 26(b), (c), (d) and (e) of the Missouri Constitution and Sections 95.115 to 95.130, RSMo. In addition, general obligation bonds cannot be issued unless specifically authorized by voters.

Issuers can sell GO bonds that are going to be paid back with revenues generated by taxes. The bond proceeds are usually used to finance capital projects that serve a public need. GO bonds can be repaid with money from an issuer's general fund or one of the issuer's tax sources (e.g., sales tax, gas tax).
