The SDWA requires each state to delineate the boundaries of areas that public water systems use for their sources of drinking water—both surface and underground sources. Within each source area the origins of regulated contaminants are identified in order to determine the susceptibility of the public water systems.

America's Water Infrastructure Act AWIA section 2013 requires community (drinking) water systems (CWSs) serving more than 3,300 people to develop, or update, risk and resilience assessments (RRAs) and emergency response plans (ERPs) and to certify them to EPA by deadlines specified in the law.

SDWA, Title XIV of the Public Health Service Act, is the key federal law for protecting public water supplies from harmful contaminants.

The 1996 amendments to SDWA require that EPA consider a detailed risk and cost assessment, and best available peer-reviewed science, when developing these standards. State governments, which can be approved to implement these rules for EPA, also encourage attainment of secondary standards (nuisance-related).

EPA is setting enforceable Maximum Contaminant Levels at 4.0 parts per trillion for PFOA and PFOS, individually. This standard will reduce exposure from these PFAS in our drinking water to the lowest levels that are feasible for effective implementation.
