PPQ Form 526: Application for Permit to Move Live Plant Pests or Noxious Weeds. This permit application is for the importation of live plant pests from within the United States and from foreign countries. The applicant completes the application and submits it to the United States Department of Agriculture (USDA).

USDA does not require permits for dead insects and mites (with the exception of dead bees in the superfamily Apoidea under the authority of 7CFR 319.76).

APHIS regulates the import of agricultural commodities into the United States to protect the health and value of America's agriculture. These commodities include live plants, plant cuttings, seeds, cut flowers and greenery, fruits and vegetables, pest organisms, soil, wood products, and related items.

The Animal and Plant Health Inspection Service (APHIS) protects and promotes U.S. agricultural health, regulates genetically engineered organisms, administers the Animal Welfare Act, and manages wildlife damage.

(a) Phytosanitary certificates. Any plants for planting offered for importation into the United States must be accompanied by a phytosanitary certificate, except as described in paragraphs (b) and (c) of this section. The phytosanitary certificate must identify the genus of the plants for planting it accompanies.

It is necessary to obtain APHIS--PPQ permits for the "importation, transit, domestic movement, and environmental release of Organisms that impact plants, and the importation and transit of Plants and Plant Products."[1].
