Personal Property is taxed based on its taxable value as of January 1 of each year. In order to value personal property, the Utah State Tax Commission provides personal property classification schedules which are used by all county assessors in Utah.

Overview of Utah Taxes Utah's average effective property tax rate is just 0.52%, good for sixth-lowest in the country. Here, the typical homeowner can expect to pay about $2,191 annually in property tax payments.

The Utah State Tax Commission defines tangible personal property as material items such as watercraft, aircraft, motor vehicles, furniture and fixtures, machinery and equipment, tools, dies, patterns, outdoor advertising structures, and manufactured homes.

The 1.5 percent uniform fee is multiplied by the taxable value of the vehicle. All individuals that are residents of Utah as well as business- es that operate a vehicle in Utah must pay either the age- based uniform fee or the 1.5 percent uniform fee, depending on the vehicle type.

A taxpayer must apply for the personal property exemption for tangible personal property with a total aggregate fair market value of $28,400 (2024) or less.

Uniform Fee-in-lieu of Property Tax All other vehicles not listed under the age-based fee above, are subject to the uniform fee in lieu of property tax, which is 1.5 or 1.0 percent of the fair market value of vehicles as established by the Tax Commission.

The following are exempt from personal property tax: Tangible personal property with a total aggregate fair market value of $28,400 (2024) or less per taxpayer within a single county (Utah Code §59-2-1115 and Rule R884-24P-68)
