The Federal Bureau of Investigations (FBI) Uniform Crime Report (UCR) programs breaks crimes up into Part 1 and Part 2 crimes.

Although there are other sources of data, information from law enforcement bodies and victimization surveys represent our two main ways of measuring crime levels and trends.

Defines the "Part 1" offenses under the UCR SRS (Summary Reporting System): murder and nonnegligent homicide, forcible rape, robbery, aggravated assault, burglary, motor vehicle theft, larceny-theft, and arson.

NIBRS and UCR This program provides a nationwide view of crime based on the submission of crime information by law enforcement agencies throughout the country. The crime data are submitted either through a state UCR Program or directly to the national UCR Program, which is administered by the FBI.

The Uniform Crime Reporting (UCR) Program divides offenses into two groups, Part I and Part II crimes, in its Summary Reporting System.

The Part II offenses, for which only arrest data are collected, are: Other assaults (simple)―Assaults and attempted assaults where no weapon was used or no serious or aggravated injury resulted to the victim. Stalking, intimidation, coercion, and hazing are included.

The UCR reports Part I crimes in terms of both crimes known to the police and arrests. Part I crimes are reported in terms of arrests. Part II includes, but is not limited to, some victimless crimes.

Part I Offenses are ten serious crimes that occur on a regular basis and are likely to be reported to law enforcement. Part I Offenses are generally referred to as the “Crime Index” measurement. Part II Offenses represent “less serious” crime classifications.
