The U.S. Constitution in 1789 called for the creation of a federal district under the exclusive jurisdiction of the U.S. Congress. As such, Washington, D.C., is not part of any state, and is not one itself.

The federal government own Washington DC. Under Article I Section 8 Clause 17, the seat of the national government is under the purview of the Congress. Today, the majority of the city is owned by the federal government with foreign governments owning their embassies and consulates.

From 1801 to 1847, what are now Arlington and a portion of the were known as Alexandria County, District of Columbia. In 1847, at the request of the local residents, Congress retroceded Alexandria County to the Commonwealth of Virginia.

The portion west of the Potomac River, ceded by Virginia, included two parts comprising 31 square miles (80 km2; 8,029 ha): the , at the extreme southern shore, and the rural and short-lived Alexandria County, D.C.
