The Senior Executive Service (SES) is a performance-based pay system. The SES pay range has a minimum rate of basic pay equal to 120 percent of the rate for GS-15, step 1, and a maximum rate of basic pay equal to the rate for Level III of the Executive Schedule.

Although achieving an SES position requires dedication and hard work, attaining this career goal is within reach for qualified federal employees with the proper guidance and preparation. In many cases, the application process for the SES has been streamlined, making it less overwhelming for potential candidates.

Unlike the General Schedule (GS) grades, SES pay is determined at agency discretion within certain parameters, and there is no locality pay adjustment. The minimum pay level for the SES is set at 120 percent of the basic pay for GS-15 Step 1 employees ($147,649 for 2024).

Employees who are assigned to SES positions in the nonforeign areas on or after the effective date are not eligible for locality payments but will be eligible for the applicable cost-of-living allowance (COLA) rate in effect for their official worksite.

SES members are entitled to accrue annual leave at the rate of 8 hours per biweekly pay period and can accumulate a total of up to 90 days of annual leave per pay calendar year. All Federal employees including SES members earn 13 days of sick leave per pay calendar year.

An SESCDP identifies and prepares aspiring senior executive leaders. If you graduate from this program and your ECQs are certified by an OPM-administered Qualifications Review Board (QRB) then you're eligible for (but not guaranteed) career appointment to an SES position without further competition.

If you are a GS-14 or GS-15, you will be eligible to apply for SES jobs.

General positions may be filled by any type of SES appointee -- career, noncareer, limited term or limited emergency. Career appointments may be to a General or Career Reserved position; rights of the individual are the same in either case.
