Affirmative action requirements are intended to ensure that applicants and employees of federal contractors have equal opportunity for recruitment, selection, advancement, and every other term and privilege associated with employment, without regard to their race, color, religion, sex, sexual orientation, gender ...

You need an AAP if you have 50 or more employees and: You have a federal contract or subcontract of $50,000 or more. You provide products or services of $50,000 or more to a federal contractor or subcontractor that is required to have an AAP. You are a depository of federal funds.

Starting in the early 1960s, in reaction to civil rights campaigns in Philadelphia and elsewhere, the federal government used the wedge of contracting to require companies seeking its business to take affirmative action to assure the inclusion of African Americans among its employees.

§ 1608.4 Establishing affirmative action plans. An affirmative action plan or program under this section shall contain three elements: a reasonable self analysis; a reasonable basis for concluding action is appropriate; and reasonable action. (a) Reasonable self analysis.

The purpose of affirmative action is to ensure equal employment opportunities for applicants and employees. It is based on the premise that, absent discrimination, over time a contractor's workforce generally will reflect the demographics of the qualified available workforce in the relevant job market.

This might involve adjusting job descriptions to be gender-neutral, offering flexible working hours to accommodate different needs, and ensuring that interview panels are diverse. Employees must understand that affirmative action doesn't mean less qualified individuals are chosen over more qualified ones.

Affirmative actions include training programs, outreach efforts, and other positive steps. These procedures should be incorporated into the company's written personnel policies. Employers with written affirmative action programs must implement them, keep them on file and update them annually.
