Filing a Complaint The complaint can be filed by filling out the ROC's complaint form, found on its website, .azroc.gov, or by sending a written notice to the ROC outlining the party's grievance with the contractor.

Each business license shall have one Qualifying Party. “Qualifying Party” means a person who is an owner, employee, corporate officer, member or partner of the licensed business and who has active and direct supervision of and responsibility for all operations of that licensed business.

The ROC also investigates complaints against contractors and is authorized to suspend or revoke a license, conduct hearings, issue citations and assess civil penalties.

The Arizona Legislature established the Registrar of Contractors in 1931. The ROC licenses and regulates residential and commercial contractors.
