Following Cooper's report, the Securities and Exchange Commission (SEC) launched its own investigation into WorldCom's accounting and found that the company had overstated assets by a staggering $11 billion. At the time, it was the largest corporate accounting fraud case in US history.

WorldCom was in financial trouble and used fraudulent accounting techniques to hide its losses from investors and others. The company filed for bankruptcy because of the scandal, and several key figures were punished, including its CEO and CFO.

A deficiency in internal control exists when a control does not allow management or employees to prevent, or detect and correct, misstatements on a timely basis.

WorldCom used a series of questionable accounting techniques to hide its financial position, which inflated its profits. This amounted to billions in capital expenditures being improperly recorded on the books. But this was hardly a sophisticated fraud.

WorldCom's Bernard Ebbers Dies; Was Sent To Prison In Accounting Scandal Ebbers built WorldCom into one of the world's largest telecommunications companies, only to see it all end in bankruptcy and federal fraud charges. He died Sunday at age 78.

Other accounting manipulations included inflating profit-margin figures by arbitrarily reducing line costs and maintaining accounts on the accounts receivables books. In total, Worldcom almost successfully misrepresented profits by approximately $7 billion8 with an additional $2 billion in question.

The lack of internal controls allowed manual adjustments to be made in the system without the emergence of any red flags, thereby minimizing any chance of detection (Breeden, 2003). To further this acquisition problem, the MCI merger caused WorldCom to take on a huge debt load.

Implementing internal controls requires significant time, effort, and resources. Businesses may face challenges in finding the necessary resources to implement the desired controls. This can be due to inadequate staffing, insufficient budget, or lack of technology.
