Residents owning or having custody of any dog must license the dog within 15 days of acquisition or within 15 days after the license becomes due. Residents must provide proof of a California approved rabies vaccination to obtain a license (OCCO 4-1-70). Cat licensing is optional and available through OC Animal Care.

California does not require the registration of service dogs. There may be registration requirements that generally apply to all dogs that reside in your area, but they are not service-dog specific.

Online licensing is available through IVHS. The licensing fee for spayed or neutered (altered) dogs is $30. Residents may complete a dog license application and submit a current rabies certificate, a spay or neuter certificate, and the $30 license fee to receive their license. Licenses for unaltered dogs are $100.

SECTION 6.20. (a) It shall be unlawful for any person, business or entity to keep or cause to be kept five (5) or more dogs, or five (5) or more cats, or five (5) dogs and cats in any combination per dwelling unit or per business establishment unless in conformance with this Chapter.

"A license is your pet's ticket home" California Health and Safety Code Section 121690 and Contra Costa County Animal Control Ordinance 80-97, Section 416-6.002, require that all dogs over the age of 12 weeks old be vaccinated against rabies with an approved vaccine and be licensed by the age of 5 months.
