The modular budget is an NIH specific budget concept relating to research grant submission. The budgets are created in modules of $25,000 up to $250,000 total direct costs in each budget period. The modular budget concept was created to streamline the budget requirements for proposal submission.

Generally, you must use the R&R Budget Form if you are applying for more than $250,000 per budget period in direct costs, and you must use the Modular Budget Form if you are applying for less than $250,000. However, some grant mechanisms or programs (e.g., training grants) may require other budget forms to be used.

[When preparing a modular budget, you are instructed to use the current cap when determining the appropriate number of modules.] Consortium Justification: If you have a consortium/subcontract, include the total costs (direct costs plus F&A costs), rounded to the nearest $1,000, for each consortium/subcontract.

Investigators who submit an R01 application with a modular budget can request up to $250,000 in direct costs for their proposed research without including a detailed budget.

Budget Information: R21s use the module budget (in $25,000 modules). The total project period may not exceed two years. Direct costs: limited to $275,000 over two-year period. No more than $200,000 in direct costs are allowed in any single year.

The budget is typically less than $500,000 annually in direct costs. If you need more than that, you need to write a letter and get some prior approval for that.

Normally, R01-type projects are mature ideas with preliminary data supporting a hypothesis. R21 projects are usually high-risk/high-reward and require a high degree of innovation. R03 projects are usually descriptive and are used to generate hypotheses and data to support them.

Calculation of Modules Prepare a detailed line-item budget, including annual escalation of costs. Total all the direct costs for the life of the project, excluding subcontract F&A. Divide the total direct costs by number of project years. Round up to the next $25,000 module.
