  8. To adjust additional positions, return to Section 1 and repeat steps 1 through 6.
  9. If a balance remains in the Total Difference column (V) at the conclusion of Section 1, it will carry over into Section 2. Enter the index and account code(s) for any base adjustments. Negative amounts in column S indicate budget removal from operations, while positive amounts indicate budget allocation to operations. The aim is to achieve zero in the Total Difference in column V by the end of Section 2.
