Property Plans submitted to the Contracting Officer during pre-award are NOT the same as a property procedure.

GFP is an umbrella term that contains two categories: govern- ment furnished equipment (GFE) and government furnished materiel (GFM). GFE includes items that do not lose their identity, such as gen- erators and trucks.

The Government Property clause at Federal Acquisition Regulation (FAR) 52.245-1 requires contractors to create and maintain formal records of all Government property accountable to the contract, including Government-furnished property (GFP) and Contractor-acquired property (CAP).

Contractor-acquired property means property acquired, fabricated, or otherwise provided by the contractor for performing a contract and to which the Government has title. (3) Government-furnished property that exceeds the amounts needed to complete full performance under the entire contract.

(vii) Relief of stewardship responsibility and liability. The Contractor shall have a process to enable the prompt recognition, investigation, disclosure and reporting of loss of Government property, including losses that occur at subcontractor or alternate site locations.

(5) Reporting loss of Government property. It is DoD policy that all Government property be reported in the GFP module or Wide Area WorkFlow module of the Procurement Integrated Enterprise Environment (PIEE) as required by the clause at 252.245-7005, Management and Reporting of Government Property.

(b) Property management. (1) The Contractor shall have a system of internal controls to manage (control, use, preserve, protect, repair, and maintain) Government property in its possession. The system shall be adequate to satisfy the requirements of this clause.
