There is no cost to file a Form I-730, Refugee/Asylee Relative Petition. There is no cost to schedule a Form I-730 beneficiary interview.

National Visa Center (NVC) Pre-Processing Case Assignment: If the beneficiary of an approved petition is located overseas, USCIS sends the approved Form I-730 petition to the National Visa Center (NVC). NVC then forwards the case file to the overseas location where the beneficiary will interview.

Once we complete initial domestic processing of your Form I-730 petition, and if we determine that your relative appears eligible as a follow-to-join asylee or refugee, we will send your petition to the appropriate office to interview your spouse or child and continue processing.

INA § 203(d): "Accompany or Follow to Join / Derivatives" 22 CFR 40.1(a)(1). Notably, an "accompanying" relative cannot have arrived in the US before the principal. In contrast, "follow to join" has basically no requirements beyond the requisite relationship.

After USCIS approves your petition, they will transfer your case to the Department of State's National Visa Center (NVC) for pre-processing. The first step in this processing is the creation of your case in our system. Once this is complete, we will send you a Welcome Letter by e-mail or physical mail.

Follow-to-Join = This visa applicant is a derivative family member of the principal applicant and will immigrate to the United States much later than his/her parent or spouse.
