Primary prevention is the removal of lead hazards from the environment before a child is lead exposed. It is the most effective way to ensure that children do not experience harmful long-term effects of lead exposure. Secondary prevention includes blood lead testing and follow-up care and referral.

For an individual with a blood lead concentration ≥ 5 µg/dL, the source(s) of lead exposure should be identified and appropriate action taken to reduce and terminate exposure.

Children: New York State requires that health care providers test all 1- and 2-year-old children for lead. Children should also be assessed for lead exposure by their doctor every year until they are 6 years old. Pregnant people: Doctors should assess pregnant people for lead exposure during their first prenatal visit.

Dust from lead paint is the most commonly identified source of childhood lead poisoning. New York City banned lead paint for residential use in 1960, but many older buildings may still have lead paint.

Local Law 31 also includes a 5-year testing requirement, meaning that all residential building owners in NYC must have all dwelling units inspected for lead paint by August 9, 2025. Apartments with children under the age of 6 residing there must be inspected much sooner.
