Fringe benefits can include health insurance, retirement, or vacation pay. If the employer does not provide benefits, or if benefits aren't paid during a worker's probationary period, the worker must still be paid prevailing wage as a minimum.

When rounding to the nearest quarter-hour, employers must round based on the 7-minute rule, i.e., when employees are 1 to 7 minutes late, they must be paid for the entire quarter-hour; if they are 8 to 14 minutes late, payment may begin at the nearest quarter-hour.

A 4/10 schedule allows employees to work four 10-hour days in one week (instead of five 8-hour days) and have one extra day off (called a "flex day"). The day off does not have to be Friday, as illustrated above; it can be any day of the week.

For example: Your prevailing wage rate is $30 per hour. The employer contribution of fringe benefits totals $5 per hour. The wage rate you would receive is $25 per hour. So: $25 wage + $5 benefits = $30 per hour.

Washington State Prevailing Wage Requirements Chapter 39.12 RCW requires local government contractors and subcontractors to pay prevailing wages to all workers for all public works and maintenance contracts, regardless of the dollar value of the contract. This includes: Public works (RCW 39.04. 010)

Workweek and Workday If an employer does not define a workweek, then it defaults to the calendar week – Sunday through Saturday. Washington law does not require overtime for hours worked over 8 hours in a day, with the exception of certain public works projects.

This agreement changes the daily overtime pay requirements from work performed over 8 hours per day to work performed over 10 hours per day in a 4-day work week. A 4/10 work agreement is a voluntary agreement entered into by the employee and the employer.
