Hierarchical application: Besides link order precedence, Group Policy adheres to a strict hierarchy. Always, policies are processed in this order: Local > Site > Domain > OU. Further, computer configuration policies override user configuration policies regardless of link or precedence order.

GPOs that Windows processes last have the highest precedence. GPOs follow the Local, Site, Domain, or Organizational Units (OUs) rule for processing: first, the local GPO, then site, then the domain, and lastly the OU, including nested OUs, which are OUs that have another OU as their parent.

GPOs associated with OUs have the highest priority, followed by those associated with domains, while GPOs associated with sites always have the lowest priority. To determine which GPOs are connected to a domain or OU, click on the domain or OU in GPMC and select the Linked Group Policy Objects tab.

The four unique levels of hierarchy for Group Policy processing are called Local, Site, Domain, and OU.

To manage GPOs, administrators use the Group Policy Management Console (GPMC). You can access this domain Group Policy editor from the Tools menu of Windows Server Manager.

This processing order is known as LSDOU: local, site, domain, organization unit. First the local computer policy is processed, followed by Active Directory policies from site level to domain, then into OU (GPOs in nested organizational units apply from the OU closest to the root first, and continues from there).
