The Reading First program used a rigorous application and review process to distribute over $900 million during a five-year period to state and local education agencies for use in low-performing schools with well-conceived plans for improving the quality of reading instruction.

Reading First was the Bush administration's attempt to codify and implement the findings of the National Reading Panel, the work of which had been conducted under the Clinton administration. One survey ranked Georgia as No. 42 in the nation with a literacy rate of 76.4%. And the results of the spring 2023 Georgia Milestones tests suggest that some children are having difficulty reading as well. More than a third of Georgia third-graders – 34.1% – are reading below grade level.

Reading has many benefits for students, from inspiring the imagination to improving academic abilities. When students embrace the importance of reading, they can reach their full potential. Active reading becomes widespread throughout childhood development and even into adulthood.

While the report found “no statistically significant difference in reading comprehension,” between students who participated in Reading First and those who didn't, it did conclude that Reading First “had a significant impact on students' decoding, phonics, and fluency skills.”

Reading First is a federal education program in the United States mandated under the No Child Left Behind Act and administered by the federal Department of Education. The program requires that schools funded by Reading First use "scientifically based" reading instruction.

Despite its popularity during this period, educators who believed that skill instruction was important for students' learning, and some researchers in education, were skeptical of whole-language claims.
